Anyone can learn Celtic Reiki, you don't need any experience, talent or belief. If you are already Attuned to Usui Reiki, then Celtic Reiki will compliment your practise. You will only need to start Celtic Reiki Level 1 as a one day course. If you are new to Reiki, then you will need to start at Celtic Reiki Level 1 as a two day course. It is advisable to leave at least a week between Attunements and courses.
